Average temperature is 18 deg C around the year and it could be heavy rain between end of raining season and beginning of winter.
Winter greeting raining could last for days or a week continuously. The temperature will drop 5 to 10 deg C in day time and you may not able to see sun light all the time.
Unfortunately, one of my friends happened to visit in such weather and he said, "I will never come back to this place again".
So, if you visiting Myanmar, please check the weather of Shan state before you book a flight for Taunggyi.

That's remind me of my first visit to that town. Its charming weather, lovely people and yummy food left a long last memory. Best time to visit there is from Dec till Feb. The chilling wind brought the smell of burning leaves from the group of people who keeping themselves warm from the fire. I can still smell it and feel it as if I am there now.
